RESUMO
O objetivo desta pesquisa é analisar o Serviço de Proteção e Atendimento Integral à Família executado pelo CRAS Metrópole, no município de Caucaia (CE), e perceber se este é, de fato, um serviço garantidor da superação das situações de vulnerabilidade e risco social das famílias atendidas. A relevância deste trabalho ancorou-se na centralidade assumida pela assistência social no campo das políticas sociais brasileiras. Assim, a pesquisa orientou-se pelos seguintes objetivos específicos: conhecer as famílias atendidas pelo PAIF do CRAS Metrópole e as principais situações de vulnerabilidade e risco social enfrentadas; realizar leitura apurada sobre o significado da situação de vulnerabilidade e risco social no interior do PAIF; caracterizar as famílias acompanhados pelo PAIF no CRAS Metrópole por meio da realização do seu perfil socioeconômico; e analisar a efetividade do PAIF de acordo com seus objetivos, no sentido de perceber as contribuições deste programa para a qualidade de vida das famílias acompanhadas. Esta pesquisa é de natureza quali-quantitativo e utiliza os tipos bibliográfica, documental e de campo. Foram eleitos como sujeitos centrais da investigação as famílias em acompanhamento PAIF (71 famílias). O critério de escolha para a escolha das famílias entrevistadas foi que estas estivessem em situação prioritária de acompanhamento familiar, ou seja, em situação de extrema vulnerabilidade social e de violação de direitos, e com componentes em situação de evasão ou defasagem escolar, totalizando sete famílias. Quanto aos principais resultados alcançados, registrou-se que não há o desenvolvimento de efetiva proteção social para o enfrentamento e a superação das condições de pobreza e vulnerabilidade por meio da execução do PAIF, devido à insuficiência de recursos destinados à política da assistência social, assim como não há suporte para a concretização da intersetorialidade com as demais políticas. Percebeu-se que a pobreza vivenciada palas famílias do PAIF foi agravada e decorre de situações de desemprego e flexibilização das relações trabalhistas. As famílias acompanhadas pelo PAIF recorrem ao CRAS para inserir-se no Cadastro único e receber o Programa Bolsa Família. Consideram positivo o recebimento do benefício para a garantia da subsistência da família, ou seja, é visto como uma estratégia de superação das situações de vulnerabilidade e risco social. O desenho nacional do serviço PAIF é bastante focalizado e não oferece condições reais de superação da pobreza. Ora, a superação das expressões da questão social não ocorre pela via desta políticas públicas, uma vez limitada apenas a aliviar as tensões advindas da contradição capital x trabalho.

ABSTRACT
The objective of this research is to analyze the CRAS Metrópole Family Protection and Care Service in the city of Caucaia (CE), aiming to understand if this is, in fact, a service guaranteeing the overcoming of situations of vulnerability and social risk of the families served. The relevance of this work was anchored in the centrality assumed by social assistance in the field of Brazilian social policies. Thus, the research was guided by the following specific objectives: to know the families served by the CRIF Metropolis PAIF and the main situations of vulnerability and social risk faced; to carry out a thorough reading of the significance of the vulnerability and social risk situation within the PAIF; to characterize the families accompanied by the PAIF in the CRAS Metropolis by means of the realization of its socioeconomic profile; and to analyze the effectiveness of the PAIF in accordance with its objectives, in order to perceive the contributions of this program to the quality of life of the families monitored. This research is of qualitative and quantitative nature and uses bibliographic, documentary and field types. The families under follow-up PAIF (71 families) were chosen as central subjects of the investigation. The criterion of choice for the families interviewed was that they were in a priority situation of family follow-up, that is, in a situation of extreme social vulnerability and violation of rights, and with components in situations of evasion or school delay, totaling seven families . Regarding the main results achieved, there was no development of effective social protection for coping with and overcoming the conditions of poverty and vulnerability through the implementation of the PAIF, due to the insufficient resources allocated to social assistance policy as there is no support for the implementation of intersectoriality with other policies. It was noticed that the poverty experienced by PAIF's families was aggravated by unemployment and flexibilization of labor relations. The families accompanied by the PAIF use the CRAS to join the Single Register and receive the Bolsa Família Program. They consider positive the receipt of the benefit to guarantee the subsistence of the family, that is, it is seen as a strategy to overcome situations of vulnerability and social risk. The national PAIF service design is very focused and does not offer real conditions for overcoming poverty. However, overcoming the expressions of the social question does not occur through public policies, once limited only to alleviating the tensions arising from the capital-labor contradiction.
