RESUMO
O objetivo desta pesquisa é compreender a relação entre indústria e organização do espaço urbano, a partir da ação da empresa calçadista Dakota Nordeste S/A em Russas na Região do Baixo Jaguaribe, Ceará. Para isso, utilizamos a metodologia baseada na organização e execução de uma matriz metodológica a partir de dados da Relação Anual de Informações Sociais – RAIS; Instituto Brasileiro de Geografia e Estatística – IBGE; Instituto de Pesquisa e Estratégica Econômica do Ceará – IPECE; Instituto de Pesquisa Econômica Aplicada – IPEA; Departamento Nacional de Transito – DENATRAN; e por meio de pesquisas in situ. A globalização, a separação entre os espaços de produção e os espaços de gestão e as inovações tecnológicas no sistema de comunicação reduziram o tempo e a distância, alterando as escolhas locacionais de empresas, que não necessitam mais da proximidade da matéria prima ou do mercado de consumo para viabilizarem seus processos produtivos. Priorizam-se os incentivos fiscais, a não sindicalização de trabalhadores e o custo da força de trabalho para a escolha locacional de determinados setores da indústria. É desse modo que o território ganha mais importância para a efetivação dos sistemas de produção. Foi dentro desse contexto que o estado do Ceará, mais especificamente o município de Russas, atraiu empreendimentos de capital externo na figura da Dakota Nordeste S/A, o qual passou a alterar seus aspectos dimensionais, funcionais e espaciais. Essas transformações remetem Russas a um novo movimento, agora cada vez mais orientado pelos padrões de racionalidade capitalista. Pensar todas essas transformações é pensar a chegada de uma nova ordem que não mais prioriza os componentes sociais e econômicos diretamente ligados ao local. As alterações na estrutura produtiva, com a grande empresa e a produção em escala, trazem consigo o crescimento do emprego industrial e a diversificação da estrutura social, da mesma forma que repercutem sobre toda vida econômica, exigindo mudanças correlatas no mundo rural, no comércio e serviços e no mercado imobiliário da cidade. Esse processo de modernização exige imediatamente uma reestruturação do trabalho e do espaço, em consequência da necessidade de circulação e acumulação de capital. Conclui-se que a nova dinâmica presente em Russas repercute diretamente na dinâmica urbana, uma vez que engendram importantes mudanças na organização espacial da cidade, visto que o
trabalho foi e é organizado pelo setor calçadista, não para que seja definida uma "tarefa ótima" (menor tempo-padrão de execução), mas para que a lucratividade seja "ótima" (maior acumulação). Assim, o capital dissolveu relações de produção, transformou-as e as desenvolveu subordinadamente às suas tramas produtivas, que se materializam na cidade nos contornos de uma urbanização demográfica (SANTOS, 2010), inscrevendo-lhes novos conteúdos e sentidos.
The objective of this research is to understand the relation between industry and organization of urban space, from the action of the footwear company Dakota Nordeste S/A in Russas in the BaixoJaguaribe region, Ceará. For that we used a methodology based on the organization and execution of a methodologic almatrix from data of Annual Relation of Social Information - RAIS; Brazilian Institute of Geography and Statistics - IBGE; Institute of Research and Economic Strategy of Ceará - IPECE; Institute of Applied Economic Research - IPEA; National Department of Transit - DENATRAN; and through research in situ. The globalization, the separation between the spaces of production and the spaces of management and the technological innovations in the communication system reduced the time and the distance by changing the locational choices of companies that do not need more of the proximity of raw material or of the consumer market to permit its productive processes. Priority is given to tax incentives, the not unionization of workers and the cost of labor power for locational choice of certain industry sectors. The territory gained more importance for the effectuation of production systems. This is how Ceará, and in particular Russas, attracted foreign capital enterprises in figure of the Dakota Nordeste S/A, which went on to change their dimensional, functional and spatial aspects. These transformations refer back Russas to a new movement, now increasingly oriented by the standards of capitalist rationality. Thinking of all these changes is to think of the arrival of a new order that no longer prioritises social and economic components directly linked to the local. The changes in the production structure, with the great company and the scale production, bring with them the growth of industrial jobs and the diversification of the social structure, in the same way that reverberate on all economic life, requiring similar changes in the rural world, in trade and services in the real estate market of the city. Thus, that process of modernization immediately requires a restructuring of labor and space, due to the need for circulation and accumulation of capital. It is concluded that new dynamic present in Russas has a direct repercussion in the urban dynamic, once engender important changes in the spatial organization of the city, since the work was and is organized by the footwear industry, not for it to be defined a "optimal task" (shortest time-execution standard), but so that profitability is "great" (greater accumulation).
Thereby, the capital dissolved relations of production, turned them and developed them subordinate to their productive wefts, which materialize in the city in the shape of a demographic urbanization (SANTOS, 2010), inscribing them with new contents and meanings.
