ABSTRACT
The study analyzes the system of quotas as expectation of accumulation of economic capital
and its willingness to promote a substantive citizenship, indicating an improvement in the
conditions of possibility that favor the achievement of cultural capital, economic and social
development of individuals, materializing the dignity by the full exercise of the right to
education. The same has as reference the issue of discrimination and racial prejudice in
Brazil, as well as the new chapter with the adoption of affirmative actions and especially with
the issue of Law no 12,711, dated 29 August 2012, which deals with the entry into federal
institutions of higher education to students from public schools, blacks, mulattoes, indigenous
and disabled, with the booking of half of their jobs. A debate on the correction of positive
discrimination reignited the need to study the expectation that this type of policy may cause.
The impoverishment of the black population since the end of slavery and the process of
construction of structural racism point us to the need to promote a focused public policy that
promotes reparation, cultural diversity and social representation.
