RESUMO
A crise da democracia representativa e a questão urbana no Brasil se colocam como problemas candentes para o pensamento geográfico. A lógica do Estado capitalista, a distribuição do poder no espaço e os processos urbanos de exclusão e segregação formam o campo de análise a partir do qual se articula essa dissertação. Partindo da experiência brasileira de orçamento participativo iniciada em Porto Alegre – RS, em 1989, foi investigado o caso da implementação do OP na cidade de Fortaleza entre os anos de 2005 a 2012. Buscou-se compreender como se deu essa geografia da participação, expressa através da sua cartografia; quais foram suas conquistas, quais foram os percalços, como a prática de elaborar o orçamento participativo afetou segmentos sociais historicamente excluídos, redefinindo no espaço urbano as prioridades do gasto público. Buscou-se avaliar o OP como instrumento efetivo para levar às áreas mais carentes, obras e serviços essenciais para a construção de uma democracia urbana na qual a justiça social possa prevalecer.

Abstract:
ABSTRACT
The crisis of representative democracy and the urban question in Brazil are posed as burning issues for geographic thought. The logic of the capitalist state, the distribution of power in space and the urban processes of exclusion and segregation form the field of analysis from which this dissertation is articulated. Starting from the Brazilian experience of participatory budgeting (PB) initiated in Porto Alegre - RS, in 1989, the case of the implementation of PB in the city of Fortaleza between 2005 and 2012 was investigated. It was sought to understand how this geography of participation was expressed, through its cartography; what were its achievements, what were the obstacles, how the practice of elaborating the participatory budget affected historically excluded social segments, redefining the priorities of public spending in urban space. It was sought to evaluate PB as an effective instrument to lead to the most needy areas, essential works and services for the construction of an urban democracy in which social justice can prevail.
