Resumo:
RESUMO A monografia ora apresentada tem por objetivo analisar os programas/ projetos que são implantados nos Centros Urbanos de Cultura, Arte, Ciência e Esporte/ CUCAS, mas especificamente o CUCA localizado na Barra do Ceará como política pública de juventude. A escolha da temática pesquisada justifica-se fundamentalmente pelo caráter recente das políticas de juventude em Fortaleza do ponto de vista jurídico-legal, bem como da importância que as ações desenvolvidas pelo equipamento pesquisado possuem para a Juventude fortalezense. A pesquisa possui caráter qualitativo e os materiais de coleta de dados utilizados foram à entrevista semi-estruturada que foi realizada com profissionais das diretorias de educação, difusão e programação e promoção de direitos humanos, bem como o uso da técnica do grupo focal com os jovens matriculados em atividades oferecidas pelo equipamento. Como principais resultados identificamos a necessidade dessa política com caráter transversal implementada por meio dos CUCAS ultrapassar seu caráter de política de governo, se concretizando enquanto política de estado, com base orçamentária consistente, permitindo assim sua consolidação definitiva. Outro ponto observado durante a coleta de dados é a necessidade de haver um maior envolvimento dos jovens no que diz respeito à construção das ações da Prefeitura Municipal de Fortaleza, por meio da Coordenadoria Especial de Políticas Públicas de Juventude. A pesquisa apontou ainda a necessidade de haver reconhecimento por parte da sociedade, sobre a importância do segmento juvenil. Palavras-chave: Política Pública. Juventude. CUCA Barra do Ceará.
Abstract:
ABSTRACT This monograph aimed for analyzing the programs / projects implemented urban centers of Culture, Art, Science and Sport (CUCAS), studying specifically CUCA located in Barra do Ceará as a public policy of youth. The choice of the theme researched is justified primarily by the recent character of youth policies in Fortaleza's from the juridical and legal point of views as well as the importance of actions developed by the researched equipment for Youth of Fortaleza. The research has quantitative character and data collection materials used were the semi-structured interview that was conducted with professionals from boards of education, diffusion and programming and promotion of human rights as well as the use of the focus group technique with the young people enrolled in activities offered by the equipment. For the main results, we have identified the need for this transversal policy implemented through CUCAS, to exceed it's character of government policy, taking shape as a state policy, consistent with budgetary basis, thus allowing it's definitive consolidation. Another point observed during the data collection is the need for greater involvement of young people with regard to the construction of the actions of the City of Fortaleza, through the Special Coordination of Youth Public Policy.
