Abstract:
This research focuses on the educational policy of access to daycare in the Municipal Education Network of Fortaleza and takes as its object of study the implications of the diversification of supply in the dimensions of educational and school management (Vieira, 2007; 2015; Vieira; Vidal; Nogueira, 2020) and in the dimensions of educational inequality (Oliveira et al., 2013; Sampaio; Oliveira, 2015). The investigation is guided by the following question: How does the diversification of daycare supply in the Municipal Education Network of Fortaleza produce implications in the dimensions of educational and school management and in the dimensions of educational inequality? This question gave rise to the general objective and the specific objectives. General objective: To analyze the diversification of daycare supply in the Municipal Education Network of Fortaleza and its implications in the dimensions of educational and school management and in the dimensions of educational inequality. Specific objectives: To map the national production that addresses the management and diversification of daycare supply, analyzing whether such themes establish relationships with educational inequalities; To characterize the diversification of daycare provision in the Fortaleza Municipal Education Network; to understand the implications of the diversification of daycare provision in the Fortaleza Municipal Education Network on the dimensions of educational and school management; and to identify the educational inequalities produced by the diversification of daycare provision in the Fortaleza Municipal Education Network. The methodological approach used was qualitative (Stake, 2011), empirical, exploratory, and of the collective instrumental case study type (Stake, 2016). Empirical data were produced through consultation of the Network's educational data, analysis of normative and institutional documents, semi-structured interviews with school administrators, and observation of two Early Childhood Education Centers (CEIs) and two Partnered Daycare Centers (CCs), and analyzed using Discursive Textual Analysis (DTA) (Moraes, 2003; Moraes; Galiazzi, 2006; 2016). This study draws on the theoretical contributions of several authors regarding the understanding of the diversification of supply (Lima, 2020; Vieira; Andrade; Vidal, 2022; Vieira; Vidal, 2016a; 2016b; Vieira; Vidal; Queiroz, 2021), contemplating discussions on the privatization of educational supply (Adrião, 2022; 2018) and dimensions of education quality (Brazil, 2024a; 2024b; 2024c; Dourado; Oliveira; Santos, 2007). The results revealed that the diversification of daycare supply implemented between 2023 and 2025 is marked by the growing expansion of daycare centers; the predominance of vacancies offered in early childhood education centers; and the concentration of enrollments in daycare centers in the District Education Coordination offices (CODISTs) with neighborhoods with lower Human Development Index (HDI-B). The decline in the rate of inequality of access (repressed demand in the Single Registry - RU); inequality of access by age group; and inequality of treatment concerning the educational quality of the offer, the type of institution, the building infrastructure, and the length of time spent in daycare. In other words, in the Municipal Education Network of Fortaleza, there is inequality of access to education for children from zero to three years old and inequality of access among them, depending on age, place of residence, and the institution in which they are enrolled. The findings of this thesis are articulated in a logical design in which diversification is characterized as a mechanism of inequality that deepens the differences in the offer for children attending daycare centers. Therefore, it is argued that the diversification of daycare provision in the Fortaleza Municipal Education Network, characterized primarily by the coexistence of Early Childhood Education Centers (CEIs) and Community Centers (CCs) for the past 20 years, while having boosted and favored the expansion of the right to daycare, has shifted educational inequalities from the dimension of access to the dimension of treatment, generating differences in management conditions, financing, quality of education, and the work, career, and salaries of professionals. These differences represent inequities in provision between the two types of care and within them, violating the right of all babies and children in Fortaleza to access and attend public, secular, quality, and full-time daycare centers.
