Abstract:
The present study investigates the counter-reform of Brazilian Upper Secondary Education (from Provisional Measure n° 746/2016 to Law n° 14.945/2024), understood as an expression of the precariousness of human formation in the face of the impositions of the Structural Crisis of Capital. It was developed with the general objective of understanding how the upper secondary education counter-reform is articulated with capitalism in structural crisis, and which of its elements intensify the precarization of human formation and adjust youth to conditions of labor exploitation. This investigation is justified across four interdependent dimensions: scientific, as it is situated within the research line “Marxism and Teacher Education”; pedagogical, by problematizing the impacts of the Reform on teaching practice; personal, as it emerges from the concrete experience of a working-class teacher; and political, by committing itself to the defense of public education as a space of resistance. To achieve this purpose, three specific objectives were defined: to identify the determinations of the Structural Crisis of Capital and its philosophical, economic, and social elements in Brazilian reality; to analyze the precariousness of human formation in contemporary capitalism, addressing alienation, the commodification of knowledge, and the crisis of the public school; and to investigate, in historical materiality, the Upper Secondary Education Reform as a counter-reform in the service of capital, examining its developments at the national level. Accordingly, a theoretical–bibliographic and documentary study was conducted, grounded in Historical-Dialectical Materialism, in order to apprehend the object in its concrete totality. The study articulated quantitative and qualitative analyses, interpreting data from legislation and official documents (EM 00084/2016, Provisional Measure No. 746/2016, Laws No. 13,415/2017, 14,495/2023, 13,005/2014, and 9,394/1996), reports from the Ministry of Education (MEC), the Inter-American Development Bank (IDB), and the World Bank (WB), as well as academic studies and statistics from INEP, IBGE, and IPEA. In light of this, it was found that: the Structural Crisis of Capital constitutes the backdrop of recent educational reforms, which reconfigure the role of the State and intensify the subordination of education to market logic; the process of alienation and dehumanization inherent to the capitalist mode of production produces the precariousness of human formation, transforming knowledge into a commodity and the school into a space of social adaptation; the so-called “Upper Secondary Education Reform,” instituted by Law No. 13,415/2017 and reconfigured by Law No. 14,945/2024, reaffirms educational duality by fragmenting the curriculum, reducing general education, and promoting precarious learning pathways; and the implementation of this policy confirmed curriculum hollowing-out, teacher precarization, and the false freedom of student choice, in line with the widespread rejection recorded in national surveys. It is concluded that the counter-reform of Upper Secondary Education is a strategy for reproducing capitalist sociability in crisis which, under the discourse of modernization, deepens inequality and the alienation of working-class youth. The research argues that understanding education requires recognizing its historical and class determinations, and it defends the urgency of a broad and high-quality education linked to an emancipatory project.
